We are looking for an experienced Senior Personnel Officer to join our team in Kazakhstan. In this role, you will oversee complex personnel administration processes, ensure compliance with labor legislation, support organizational changes, develop HR policies and procedures, and provide expert guidance on personnel matters.

Responsibilities
  • Oversee personnel administration processes and ensure compliance with labor legislation and internal policies
  • Manage complex personnel cases including transfers, reorganizations, disciplinary actions, employee relations issues, and workforce changes
  • Preparation and maintenance of HR documentation in the state language and other languages used in the Company's business operations
  • Review and approve personnel documentation prepared by HR team members
  • Ensure accuracy and completeness of personnel records in 1C: ZUP and other HR systems
  • Coordinate personnel audits and inspections by government authorities
  • Provide expert consultation to management and employees on labor legislation and HR practices
  • Analyze legislative changes and implement required updates to HR processes and documentation
  • Support investigations, disciplinary procedures, and conflict resolution activities
  • Ensure proper application of labor legislation across the organization
  • Coordinate processes related to foreign employees: visas, notifications of arrival, residence permits (RVP), migration compliance; oversee submission of personnel-related reports to government authorities; act as a key contact for interactions with regulatory bodies
  • Develop, update, and implement internal regulations, policies, and procedures related to personnel administration
  • Maintain and update organizational structure and organizational charts
  • Participate in HR process improvement initiatives and automation projects
  • Ensure proper maintenance of military records in accordance with legislation
  • Support workforce planning and organizational change initiatives
  • Provide guidance and mentoring to junior HR personnel
  • Support onboarding and training of HR team members
  • Monitor quality and consistency of personnel administration processes
Requirements
  • Higher education; additional qualifications in Human Resources, Labor Law, or Personnel Management are preferred
  • Minimum 5 years of experience in personnel administration, including experience with complex personnel cases
  • Strong knowledge of the Labor Code of the Republic of Kazakhstan and related employment legislation
  • Advanced knowledge of 1C: ZUP (version 8.3)
  • Experience with ESUTD (enbek.kz), migration processes, and government reporting
  • Experience developing HR policies, procedures, and internal regulations
  • Strong analytical and problem-solving skills
  • Ability to manage multiple priorities and work independently
  • Excellent communication, stakeholder management, and mentoring skills
